| Описание: | Over the years, Municipal Government has transformed and changed into a strong institution, especially in relation to its achievements in favor of the population, closest to a government entity. However, along its historical development, it has experienced a number of vicissitudes that have excluded it or overlooked its own legitimation, ranging from disobedience or omission to rules regulating procurement of public works, although such regulations already existed. |
