Description:The present text is based on the analysis of the concepts of commissary dictator,revolutionary dictator or sovereign dictator and tyrant based on what was developed byRousseau, Bobbio and Schmitt to analyze both the constitutional texts with which theLiberator governed, as well as the various historical moments where the governmentpractices of Simón Bolívar are evident, starting with Venezuela in 1813, then in Colombiain 1821 and ending in Peru in 1824 in order to know if Bolivar was a dictator or a tyrant.
