What is expected and what is done? Costa Rican juvenile prison release from the officials’ perspective between 2020 and 2021

Miêu tả:Post-incarceration reentry support is a critical unmet need for youth deprived of liberty. This article presents partial results derived from semi-structured interviews and document analysis to answer the related questions of: “what do policies say is supposed to happen during incarceration to prepare youth to return to their homes and communities?” and “what happens, from the perspective of personnel who have custody of youth during their deprived time in their post-prison anticipation?” A thematic analysis of six interviews was carried out with workers from the National Juvenile Justice System who participated directly in the processes of preparation for societal reentry in Zurquí Juvenile Correctional Facility which showed inconsistencies between what is supposed to happen as is established in the Costa Rican legislation as well as the actions taken by this center personnel, who work with the incarcerated youth population. It is concluded that what is established in theory and legislation does not always come to fruition; thus, preparation for reentry relies heavily on the willingness and personal resources of professionals who make efforts to fill the gaps related to limited resources and institutional challenges.
