Substantial differences between the public and the private, are to be recognised if radical andeffective efforts towards the emergence of a new class of “political administrators” are to be successfully undertaken in order to overcome the shortages of professionals who may resume both vision and abilities that might lead Costa Rica into a new and real sustained effort to integral development
