Characteristics in the design of local economic policy in Yucatan. Can it be considered public policy?

| Описание: | Objective: This research seeks to reactivate the discussion on the design and instrumentalization of economic policy from a local perspective, with particular emphasis on public policy, since it is considered that the participation of the actors in a limited territory could actively participate in the design and implementation of economic policy, so it is proposed to determine the characteristics in the design and implementation of the state economic policy of Yucatan and its identification as public policy. Methodology: The technique used is that of documentary research, which has a qualitative approach of a descriptive, longitudinal, non-exploratory analytical type to show the link between the concepts of public policy, economic policy, and local economic policy, with a view to identifying the characteristics of Yucatan's economic policy. Results: Economic policy at the national level privileges the stabilization objective from 1994 to 2024 -except in the last 5 years, when fiscal policy is used-; this conditions the management of local economic actions, since it has similar characteristics to the national level, and the only difference is found in local economic conditions. Conclusions: At the national level, due to its dimension, it is almost impossible to talk about the design of an economic public policy. On the other hand, at the local level, there is no economic policy; therefore, the development of economic policy as a public policy at the local level is nonexistent. |
