Comprehensive Fiscal Effectiveness Index: A tool for assessing the role of fiscal policy in sustainable development in Central America

その他の書誌記述:Within the framework of the Fiscal Studies Project of the School of Economics of the National University of Costa Rica (UNA), a research proposal is prepared to incorporate students under the Graduation Seminar modality. This article presents the main findings of this study. The research proposes the construction of a composite indicator that synthesizes the contribution of fiscal policy in achieving macroeconomic, socioeconomic, environmental and fiscal objectives of four Central American countries, El Salvador, Honduras, Guatemala and Costa Rica. The methodology applied in other studies only involves fiscal variables, so the research is innovative by including non-fiscal dimensions and variables in the construction of what has been called the Comprehensive Fiscal Effectiveness Index for Central America. The research process included the collection of a large amount of data from various sources for the period 2010-2020, so its systematization and rigorous statistical and econometric treatment was necessary. Synthetic indicators are constructed for each country and a comparative analysis is carried out to determine that during the decade of study, fiscal policy in the Central American region has been contributing to sustainable and resilient development in an unequal manner between countries and with trends that are not always clear within each country and dimension studied (socioeconomic, macroeconomic, fiscal and environmental).
