A Human Security Conceptual Analysis of Disappearances Perpetrated by Organized Crime: Insights from Latin American Social Reality

| Descripción: | Introduction. Human security currently presents considerable challenges, one of the most significant being its implementation in preventive strategies in the Latin American region, where problems such as inequalities, poverty, violence, and criminality persist. In this context, the harmful impact of forced disappearances of persons emerges as a phenomenon of considerable complexity, although it can be addressed from a human security-oriented and humanistic perspective. Objective. This article aims to determine the causes and consequences of the forced disappearance of persons committed by organized crime in the Latin American region, based on the concept of human security. Method. The study follows a documentary research method with qualitative and quantitative analytical perspectives, drawing on academically rigorous research platforms and databases.. Results. The findings indicate that this problem originates in multiple forms of inequality and structural violence. It is perpetrated primarily by members of organized crime and, at times, with the complicity of government and security authorities. This new modality calls for an update to the international legal framework concerning the term “missing person,” since the current definition dates from the Cold War period. Conclusions. Given the complexity of the problem, four strategies are proposed: (1) promoting broader preventive security strategies; (2) balancing the use of reactive and punitive security approaches; (3) ensuring ongoing updates in legal and institutional areas to improve assistance for primary and secondary victims, access to justice, and reparation for harm; and (4) continuing to develop academic debates on the concept of human security and the problem of forced disappearances, since scholarly production on this issue remains scarce. |
