Descrição:The welfare state is a key element in achieving the most highly valued of universal goals: human rights, democracy and social cohesion. In Latin America the welfare state as such is nonexistent or precarious. This paper seeks to evaluate the effects of government policies for benefit sharing and economic burdens on the welfare state in Latin America. It is normative and evaluative, and concludes that if the contractual terms of reciprocity do not address distributive justice, as is the case in Latin America, then not only the economic system but also the entirety of social institutions, including democracy, may come into question.
