Public Security in Mexico from 2012 to 2021: Tension Between Human Rights and Social Subsystems

| その他の書誌記述: | Public security begins with the role of the police and their work in ensuring individuals’ rights and the security of their property. In a state governed by the rule of law, the police’s primary objective should be security, respect for, and the protection of humanrights. However, the persistence of high levels of crime, violence, impunity, and corruption motivated this study. Based on Niklas Luhmann’s theory, the study examined the dynamics and challenges of public security in Mexico, identifying how implemented policies interact within the framework of human rights and social subsystems. Documentary and legislative analysis served as the methodology to examine how security laws have contributed to this system. The study concludes that public security, as a state system, must be closely linked to other social subsystems to achieve greater well-being and provide protection against anycrime that threatens citizen security. |
