Description:This paper reflects on trends in Costa Rican international trade, examining both special and definitive regimes in light of the changes brought about in the Costa Rican development model by public policy decisions. Marked growth in the export sector following the consolidation of the Free Trade Zone Regime, coupled with gaps in specialized human resource training and infrastructure quality, pose challenges to the country's international trade in the near future. The paper concludes that, despite Costa Rica's successful model of global integration, vulnerabilities persist that must be addressed through public policy.
