Road infrastructure in Costa Rica: from a focus on backwardness to a prospective approach

实物特征:This essay aims to contribute to the analysis of the road infrastructure problem in Costa Rica, paying attention to aspects that are usually not included in the analyses, in order to provide a proactive perspective on possible solutions. The findings reveal a strong correlation between poorly maintained roads and a low human development index. Additionally, data on infrastructure losses resulting from hydro- meteorological phenomena indicate that this is a factor that has not received adequate attention. However, the most relevant finding is that the infrastructure problem does not appear to be conditioned by budget constraints, but rather by management issues, given the absence of a strong governing body in the matter, along with the presence of other actors with decision-making and veto power. As a result, the main conclusion is that it is necessary to develop interorganizational capacity among the various actors involved in this policy arena and, from there, to develop proposals that address the real needs of the road sector in Costa Rica from both an economic and social perspective, without neglecting urban traffic issues.
