Government by the Victims: Study of Discourses and Practices of Women in Human Trafficking Situations, in Montevideo, Uruguay

| Miêu tả: | This article summarizes some findings from an ethnographic study conducted at the Service for Women in Human Trafficking Situations in Montevideo, Uruguay. Various academic works, existing protocols, and national and international regulations refer to women in trafficking situations as victims. Considering that such a notion carries a negative connotation, the aim was to elucidate how considering the assisted individual from such a condition affects the intervention. This was done through document analysis, participant observation, and interviews with both qualified informants and professionals who are part of the service. As a result, controversial discursive practices were evidenced concerning definition and intervention. The process of questioning the service professionals about the notion of victimhood led them to engage in analytical reflection regarding the work framework and its implications in shaping the subject of attention. Based on the studies of governmentality, which originated with the contributions of Michel Foucault, the ensemble of institutions, practices, techniques, and vocations that will conceptualize and intervene with the implicated woman, almost exclusively from her victim status, will be referred as 'government by the victims'. |
