The boycott of a modern order: the disapproval of the PRUGAM project in Costa Rica

Descripció:The PRUGAM project in Costa Rica is significant as an example of local tensions and resistance against attempts to establish a global order within the political-institutional realities of peripheral countries. This article examines these tensions from a socio-historical perspective, analyzing how an urban planning project driven by global governance rationality was undermined and ultimately rejected. Through the review of PRUGAM archives, interviews with local stakeholders, and analysis of public policies, the study investigates institutional conflicts, economic interests, and social resistance that shaped this process. The findings conclude that the failure of PRUGAM illustrates the internal contradictions of modernization reforms in the periphery and highlights the need to reconfigure spaces for dialogue and institutional coordination to achieve lasting consensus.
