| Περιγραφή: | This text summarizes the effects of the neoliberal reform driven in the decade of 1980 worldwide to liberalize the electricity markets. The detail of the unequal level of progress that this reform reached in the Central American region is presented, especially in the case of Costa Rica where a model of “exclusive buyer” of electricity was maintained by a public enterprise, the Cost Rican Electrical Institute. The failures and achievements of this reform are contrasted with the requirements that resulted from the current technological disruption of the electrical systems and the energy transition required to mitigate climate change. It is assessed the relevance of the initiative driven by the Costa Rican government to liberalize the energy market with the adjustment requirements of the national electrical system in the long run. It is concluded that it necessary to refocus the current efforts to reformulate the electrical system, facilitating the energy transition and fostering the construction of a sustainable and decarbonized post-transition scenario. |
