Description:This article aims on one hand, investigate how the Peruvian State and its institutional framework have become primarily responsible for the exponential increase in social unrest that the country is facing. On the other hand, it analyses the complexity of the social, political and electoral context where mining companies, communities and the State interact. Finally, it presents some conclusions and policy recommendations.
