Social Protection Responses to the Covid-19 Pandemic and Migrant Access in Costa Rica

| Περιγραφή: | In the face of the Covid-19 pandemic, the Costa Rican State adopted a series of social protection measures to aid its population. Although this social protection is organized in a long-standing universal and solidarity-based system, in practice it can exclude specific populations such as migrants. In this article, we analyze state social protection measures adopted in four key sectors: health, pensions, social assistance and employment. We study 1) the State's capacity to generate the measures and 2) whether they included migrants. We find that access and coverage for migrants is often limited by pre-existing barriers to the pandemic. Thereby, we offer a critical look at the universalism that guides State social protection in Costa Rica. |
