Distributed Generation in Costa Rica: how do regulation changes move the numbers in the residential sector?

Beskrivelse:Costa Rica has undergone significant changes inregulations related to distributed generation (DG), particularlyregarding photovoltaic (PV) systems. In 2022, a new law wasapproved, including the possibility for energy consumers andproducers (prosumers) to sell excess energy to utility companies,which was not previously allowed. While the law aims to promoteand regulate distributed generation, there is growing concernamong prosumers and installers that the new regulation is lessfinancially advantageous compared to the previous one. Thispaper quantifies the financial impact of these regulatory changeson prosumers, using modeled and field–measured residentialenergy loads to provide a practical comparison. Specifically, tworesidential scenarios were modeled: one with a typical averagemonthly consumption of 250 kWh and another with a field–measured 464 kWh. The financial outcomes, including annualsavings and payback periods, were analyzed under old andnew regulations. Our results demonstrate that while the newlaw permits energy sales, it results in less favorable economicoutcomes for prosumers, raising critical questions about theeffectiveness of this policy shift. The findings suggest regulatoryupdates are necessary to fulfill the regulation’s initial objectives.
