| Cur Síos: | This paper explains how poverty is measured in Costa Rica and focuses on the poverty line measure and the Objective Population Information System. The second instrument is a Proxy Means testing approach. Briefly, it explains how the system was developed and the weaknesses affecting its consolidation. Moreover, there is an explanation and comparison of each change into the comfort indicator. Finally, there is a proposal to reduce the effect of its weaknesses and improve the system to be the sole instrument used by the Costa Rican government. |
