Descripción:Ecuadorian universities are undergoing a strengthening process, however, not all universities have the same situation, characteristics and the diversity of sociocultural contexts is important. The research was developed at the Technical University “Luis Vargas Torres” Esmeraldas (UTE-LVT) created in 1970 and operated by the government since 2013. This research was conducted in order to establish strategic objectives which contribute to the improvement of the management of science and innovation, with guidelines for change, in terms of accreditation, setting as premise the integration of academic processes,. After the identification of key variables, an analysis of the actor convergence was developed through the prospective analysis, identifying three core axes for action: the social linking axis (community-enterprise-students), the graduate axis (scientific leaders-professors-students), and the research axis (research centers-scientific and productive networks- community-entrepreneurial tissue-scientific leaders-professors-students). The analysis underlies the need for integration of academic processes, resulting in the creation of research centers and scientific networks as developmental levers to the institutional evolution.
