Processes of Exercise and Violation of the Rights of Children and Adolescents with Exceptional Measure in Córdoba, Argentina, between January 2016 and March 2020

Descripción:This article reflects, from a rights-based approach, on the interventions made by the agents of the Rights Protection System in the processes that girls, boys and adolescents (NNyA) go through that have an exceptional measure of protection. The research question was: What is the influence of the exceptional measures on the exercise of rights of the NNyA who were subjects of intervention of the Social Work Unit of the Hospital de Niños de la Santísima Trinidad de Córdoba, Argentina, between January of 2016 to March 2020? The objective was to analyze the influence of these measures on the exercise and violation of the rights of these NNyA in the indicated period. A qualitative approach and a documentary design were used, analyzing the records of the Social Work professionals of said hospital. It was possible to conclude, among other things, that citizenship processes in concrete terms of children and adolescents with exceptional measures are not always effective, since they are traversed by practices (of protection and restitution and of specific violation of rights) that are still in force of the approach to the Social Control of Children carried out by the professionals of the System for the Integral Protection of the Rights of Children and Youth.
