State-Infrestructure Deterritorialization: The Case of the Triángulo de Solidaridad Settlement, Costa Rica

| Descripción: | Informal settlements represent a widespread structural situation in Latin America. These territories are subject to policies of forced displacement as complex forms of deterritorialization. This article analyzes the deterritorialization of the Triángulo de Solidaridad informal settlement (Costa Rica) for the construction of the Circunvalación Norte highway (Route No. 39). Through qualitative documentary analysis and triangulation of judicial and institutional sources, it examines how this process, involving the displacement of more than 300 families, operated through a political-material mechanism that articulated normative, institutional, and material dimensions. The work presents the geohistorical context of the Costa Rican housing sector’s institutional framework, it describes the sociodemographic composition of the settlement, and it examines its eviction trajectories under the official model of “desarraigo concertado” (agreed-upon displacement). It concludes by conceptualizing state-infrastructural deterritorialization as a mechanism whereby public works function as a technology of power that subordinates lived space to the logics of capital, reproducing inequalities and exclusions in the production of urban space. |
