Some international organizations, like United Nations, have been responsible for establishing declarations, conventions and treaties to guarantee these rights. It is a multi-level protection of Human Rights. As well, different factors such as globalization, scientific and technological advances and the internationalization of human rights have led to the emergence of new rights, including Internet access as a fundamental right.
