Descrizione:The protection of fundamental rights is not an exclusive competence of each State. Some international organizations, like United Nations, have been responsible for establishing declarations, conventions and treaties to guarantee these rights. It is a multi-level protection of Human Rights. As well, different factors such as globalization, scientific and technological advances and the internationalization of human rights have led to the emergence of new rights, including Internet access as a fundamental right. This article analyzes the Internet as a social right which must be satisfied by public services. This position is based in international normative and jurisprudence. Also, the deficiencies that exists in terms of Internet access in Costa Rica are determined in this text as well as the importance to solve this issue.
