Rigorousness of the prequalification process of purveyors for the institutional acquisition of pharmaceutical products in Central America and the Caribbean

Descripción:Abstract: The acquisition of medicines aims to provide quality products at the lowest possible cost when necessary. One measure to strengthen this process is prequalification. Therefore, this research's objective is to classify the rigor of prequalification of purveyors for participation in the procurement processes of pharmaceutical products in Central American and Caribbean countries. Regarding the methodology, the current institutional regulations on the acquisition of drugs in Costa Rica, El Salvador, Guatemala, Honduras, Nicaragua, Panama, Bahamas, Barbados, Jamaica, the Dominican Republic, and Trinidad and Tobago were reviewed to determine the existence of the prequalification figure for bidders. From this, the regulatory requirements indicated in the regulations of those who had the said figure were determined. Subsequently, the countries were classified according to the procedure's strictness. With the information obtained, a group of nations was generated in four categories: 0 (Nicaragua and Barbados), 1 (Guatemala, Panama, Bahama, Jamaica, and Trinidad and Tobago), 2 (Honduras and the Dominican Republic) and 3 (Costa Rica and El Salvador), with 0 being the least rigorous and 3 the highest. In this way, the significant variability between the technical, regulatory requirements requested and the participation in the procurement processes of pharmaceutical products shows a notable difference in their rigor. This is the result of the historical progress of each nation in matters of public health and social security.
