Description:Municipal finance data in Costa Rica show large temporal and spatial variation. In some municipalities, time series of tax income per capita have evolved as a random walk process. Other municipalities have stable times series in their levels. time series of taxincome per capita totals for Costa Rica (1998-2010) and per municipality (2005-2011) were classified according to their characteristics in either stable at their levels or as random walks. For the country as a whole, municipal tax income per capita has grown; however, for the municipal level, it was impossible to ascertain whether a trend exists for specific municipalities. Comparative analysis of national and local data strongly suggest that the large observed variations between periods in the time series of many municipalities are compensated with each other for the same period, resulting in an aggregate, national trend of growing tax incomes.
