Descripción:This article is a brief analysis of the socioeconomic situation of the country, within the globalization process, which adversely affects the majority sectors of the population, being one of its consequences, the presence of adolescents, men and women, in the streets of the cities. This situation contrasts with the doctrine of comprehensive protection to boys, girls and adolescents, referred to in the Convention of the Rights of the Child of the United Nations, subscribed by Costa Rica and established in the Code on Children and Adolescents in that country. We make a comparison between the new doctrine of integral protection and the old doctrine of irregular situation, in which still, prevails in the different programs implemented for the attention to the minors first. Also, is an analysis of human development as an inherent aspect of the doctrine of comprehensive protection.
