Accountability for Public Revenues and Expenditures: A Legal, Institutional, and Political Analysis

| Descripció: | The topic of accountability and administrative transparence has been increasingly present in Costa Rica during the last fifteen years due to a precise influence by foreign or international organisations such as UNDP and the World bank as well as scholars mainly from developed countries. The main argument has revolved around the notion that Latin American countries have to resort to new forms of political and institutional behaviour if corruption is to be beaten in the whole region. Many Costa Ricans have since then adopted such concepts as essential, but in the typical Costa Rican way of undermining or understating the conceptual and instrumental realm of the ways those very same concepts are initially stated or proposed by such scholars and organisations, that is, as perfectly designed and fitted for developed societies but that “could” have an impact in these developing nations were they properly emulated and applied. This article demonstrates that such concepts and many of their associated real practices so enthusiastically but out-of-context embraced by so many analysts and public officers in few institutions, have not contributed to generate yet a culture of real accountability and administrative transparence that might impact the more traditional, improvised and corrupt practices prevailing in much of the public context in Costa Rica. The article also demonstrates how this country already has an extensive juridical and institutional framework that would allow an effective accountability if all involved actors learned to interpret and play by such rules in an integral and serious manner, instead of consistently turning their backs on it. |
