Description:There is a technical jargon with which administrative institutions in Costa Rica live and operate from time to time. It has produced a certain terminology showing an inadequate theoretical or conceptual foundation which impedes advancing towards a general effective application in all public institutions. We refer to so many terms used in the processes of structural design of public institutions, some of which are those of General Management, Directorate, Department, Section, all terms which imply different qualities and hierarchy as will be presented in this essay. It does becomes essential to provide a sense of rational and yet pragmatic administrative meaning, useful for fostering true and consistent innovation and adaptability of our Public Administration through an intelligent exercise of an adequate strategy for innovation and adaptability by all ministries and boards of decentralized (autonomous) institutions.
