Descripción:Abstract: This article aims to analyze cantonal processes of land use and planning, recognizing the need for a comprehensive approach that includes the condition of the resources, which, despite being central and interdependent in these processes, has not necessarily been prioritized both the water balance and the actors linked to the issue. In this reflection, special emphasis is placed on community operating entities (ASADAS), due to their relevance in providing the drinking water service and recognizing the condition in the western cantons that development is expanding to the districts, where the service of water is offered by these community organizations; being fundamental to analyze what has been their incorporation and participation in the spaces of analysis and definition of the different planning instruments of the cantonal order and development; having as a political commitment their visibility and the recognition of their capacities and contributions in these matters of public interest.
