Analysis of the negotiation process between representatives of the Costa Rican government and the trade unions within the framework of the high-level commission established in 1995

Opis:This article presents an analysis of the political negotiation process that took place between representatives of the Costa Rican government and their trade union counterparts in 1995. The objectives of the study are: 1) To determine the aims of the parties involved in the negotiation process. 2) To analyse the various factors that determined the outcome of the negotiations. 3) To identify the consequences of the negotiations for each of the parties. The study concludes that the negotiations held in 1995 focused on two main issues: the reform of the National Teachers’ Pensions and Retirement Act and the reform of the State. It also concludes that negotiation provides an opportunity for the different sectors and interest groups that make up a society to reach political agreements to resolve problems effectively.
