Descrição:This article explains how various institutions, non-governmental and governmental, interpret the conflict over the defense of the Lempa River and its water resources at the national level. It also analyzes how these interpretations influence the design of public policies as a result of the implementation of transnational extractive projects. Along these lines, as in other Central America countries, the influence of international and local institutions in the formation of current environmental legislation is demonstrated. These institutions had greater influence than the official entities in charge of managing water resources
