| その他の書誌記述: | The present article approaches the possibility that the municipalities will be in charge of offering health and security services for the inhabitants of their neighborhoods. This would imply a series of previous steps in which there must necessarily exist the political will for such effects and, of course, the empowerment of local governments to carry out these new functions. Nevertheless, before proposing a viable strategy to obtain it, it became necessary to take a look at our legal and institutional context, incorporating the subject of political culture, in order to understand our present reality and thus later formulate what we have considered the proposal for the provision of health and security services on the part of the city councils. |
