A Methodological Proposal for Selecting Potential Beneficiaries in Social Programs

| Descripción: | This paper constructs an index on household well-being, to select households living in poverty conditions, in the different subsidies granted by the State through its social programs. This index forms strata among households with low well-being levels, by priority level. This construction considers the integrated method to identify the poor, and two multivariate analysis techniques are used: 1- Principal Components Categorical Analysis with Optimal Scaling, which summarizes categorical variables in a single dimension and yields a score for each household in the index; and 2- Conglomerate Analysis which defines gap thresholds of priority groups. The ratios of households classified by stratum and their priority level are: Potential beneficiaries of social programs (38.4%); no acceptable priority or well-being (61.6%); by very high priority (6.3%), high (8.9%), low (11.0%) and very low or vulnerable (12.2%). |
