Human groups have settled on a surface that holds their own physical and environmental specifications. The vital importance are the studies and research of geographical and historical, to design policies of land use as a preventive and generating action of effective mechanisms for the significant reduction of vulnerabilities and threats arising from the occurrence of natural events. Community management to reduce risk is indispensable, becoming increasingly more evident that no society is more vulnerable and susceptible to the detrimental impact of disasters, regardless of their origin.
