Human rights education in the schools: a look at the educational policy in the State of Pernambuco / Brazil

Description:Human rights education (HRE) is a recent field of knowledge in Brazil. It has great importance in the context of citizenship-building education policies. In Pernambuco, the process of inclusion of HRE in the public network of state education developed in a systematic way since 2007, and become a model to other Brazilian States. The objective of this paper is to analyze the characteristics of this initiative conducted between 2007 and 2014, from data collected in the Ministry of Education of Pernambuco. This is a documentary study that makes use of a qualitative methodological approach. The analysis identified two stages in this process, where the actions of inclusion of HRE alterned disciplinarity with mainstreaming. Furthermore, it was shown that in many respects the experience followed the guidelines of international and national documents in the field, linking cognitive areas, ethical and value-based dimensions and behaviors. However, in terms of process, there were times of greater and lesser presence of these parameters. For this reason, axes as training, curriculum organization and production of teaching materials should be reinforced.
