Descripción:The purpose of this paper is to inquire about the treatment of a sector of childhood, children who were identified as minors, considering the preliminary period of the Children's Code (1934). It is based on the investigation of legal and institutional changes that heralded a path towards specialization, recognized in Uruguay since 1905.The present article aims to discuss the omnipresence assigned to a tutelary discourse of child protection, analyzing the role of the concern for their participation in the increase rate of criminality. That concern was frequently overlooked in the face of the image of a paternal assistance that guided the normative and administrative transformations. This idea, on the other hand, still serves as a reference for the proposals of harder laws and tougher punishments. In the text we can find the records of examination into police memories, judicial files, projects, and chronicles which testify on how children were viewed as integral part in the changing reality of crime. The study accounts for a proposal that proclaimed a care model without renouncing control of the minors, a part of the population regarded as responsible for the criminal progression.
