Popis:The article presents hypotheses to analyze the Costa Rican Territorial Rural Development (TRD) policy using state theory, the work of public authorities, government action, and the evaluation of results. In Costa Rica the TRD policy was created in response to Law 9036 and has roots in the promotion of rural territorial development in Latin America and the national experience since 1994. The hypotheses mentioned here are an agenda that stimulates assessment to innovate the rural and territorial public policy for regional development.
