Are University Ombudsman Offices in Mexico Genuine Ombudsmen? An Analysis of the UNAM’s Office for the Defense of University Rights in Light of the Paris Principles

| Описание: | The purpose of this work is to examine the university Ombudsman offices in Mexico to determine whether they can truly be considered an authentic Ombudsman. To this end, it analyzes the case of the first institution of thiskind established at the National Autonomous University of Mexico (UNAM) in 1985, known as the Office for the Defense of University Rights. the paper briefly explores the origins, evolution, and main features of this foreign institution. Subsequently, it then discusses the “Principles Relating to the Status and Functioning of National Institutions for the Protection and Promotion of HumanRights,” commonly known as the Paris Principles, since they constitute an international instrument that sets the minimum standards for national human rights institutions and are therefore essential to understanding the scope and functions of the Ombudsman. Finally, it offers an analysis of the Office for the Defense of University Rights from the perspective of the Paris Principles to determine whether its nature indeed corresponds to that of an Ombudsman. The paper concludes with reflections on the influence of UNAM’s university ombudsman on similar institutions and on the continuing development of the university ombudsman model for the benefit of academic communities. |
