Structural Obstacles to Rural Territorial Development in Semi-Rural Areas: The Case of CORREQUE in Cartago, Costa Rica. 2016-2021

Descripción:This article is based on an analysis of the perceptions of stakeholders directly involved in the implementation of a rural territorial development plan regarding the structural obstacles they faced. The study analyzes the case of RDTP Cartago-Oreamuno-El Guarco-La Unión (CORREQUE), implemented between 2016 and 2021. Through in-depth interviews with members of the Territorial Council, obstacles such as low level of training of Executive Committee members, difficulty in coordinating projects and excessive bureaucratic procedures were identified. Furthermore, the study examines the impacts of the pandemic on RDTP management. Finally, there is a reflection on the implications of current rural territorial development policy in semi-rural areas in relation to the results of the development plan analyzed.
