Incompetence and administrative complaisance in regard to water projects in Costa Rica

| תיאור: | In this essay, it is questioned why there is an inconceivable crisis of water supply despite the fact that Costa Rica is a very rainy country with enviable sweet water sources. The main finding is that the cause of this crisis is the incompetence of the leaders of Instituto Costarricence de Acueductos y Alcantarillados (AyA). Authorities, who over a decade, have been incapable of noticing the urgency that affects millions of users. This is proven in the analysis of the use of water in the «Balneario Ojo de Agua», the «Orosi 2» project which begins in the P.H. Macho river, the “Agua para Guanacaste” project which starts in the «P.H.Arenal» reservoir, that would irrigate the dry regions in Guanacaste and the noncountable water. In the light of all this, it is concluded that there is a combination of incompetence and complaisance with privatizing tendencies of the AyA’s leaders that support the causes of the serious water supply crisis for human consumption and agriculture, where the actions reveal unconfessed desires to privatize the water resource. |
