Descrição:The neoliberal project surfaced in Costa Rica as a result of the diagnosis that, at the time, turned out dominant and claimed that the former development model had worn-out. From the initial proposals- financial deregulation, commercial opening, suppression of the traditional ways of protectionism, the liberalization of commercial flows, exporting neo-protectionism- a process will progressively advance that, with time, will experience some important mutations, adjusting new stages in the project’s future. This project has been very successful when attracting foreign capitals and the revitalization of the exports that come from free zones. From that same success, serious problems have emerged, expressed in a dualized economy, and a set of negative competitive pressures over the rest of the economy out of the free zones. These are structural problems that affect negatively employment, the population’s incomes, the sustainability of the public finances, and lastly, the distributive equity.
