Toward post-New Public Management or toward autocratic tendencies? The legislative agenda in extraordinary sessions of the Chaves Robles administration

| Description: | In this article, the aim is to discuss, in an exploratory manner, whether the legislative agenda in extraordinary sessions of the Chaves Robles administration reflects a trend toward post-New Public Management (NGP) or rather toward autocratic tendencies. This is based on a general analysis of the bills that make up this agenda, considering the paradigms of NGP and Post-NGP reforms in Costa Rica, the context of the Costa Rican public sector, and the theory of new autocratic leadership. It is argued that the legislative agenda of the Chaves Robles administration tends toward the concentration and centralization of executive power and finds, in the context of the Costa Rican public sector following NGP-related reforms, a fertile ground for autocratic tendencies of President Rodrigo Chaves. While this agenda aligns with post-NGP in terms of reversing the process of decentralization and specialization of the State, conflicts with democratic controls on the Executive suggest that the agenda is driven by an interest in consolidating power and weakening the checks and balances of public administration, rather than a technical and democratic transition toward post-NGP. |
