Public policy in education and its link with the development of skills for work in Costa Rica

Descripción:This scientific essay addresses the relationship between the subordination of education policies aimed at developing skills for work and the increase in employment in medium and low-skilled tasks. The objective is to analyze the Costa Rican educational policy in conjunction with the vision of education developed in the National Development Plan 2018-2022. Methodologically, a qualitative approach is used, with an interpretive character of the main contents of the educational policy and the strategic objectives developed in the national development plan 2019-2022, as well as the referential use of microdata from the INEC on occupational groups through simple frequency distributions by periods. From this perspective, the use of education as a conjunctural mechanism for validating forms of medium-level instructional work and the promotion of a discourse of continuous improvement in terms of usefulness reduced to labor markets is shown. Therefore, the narrow margin imposed by productive sectors, labor demand, and disciplinary specialization on training and curricular experience is evident.
