| Diğer Bilgiler: | The article analyzes the human rights approach in the public policies. Explicit the distinction and the existing tension between right and human rights and its effect in the concepts of State, citizenship and democracy. It bears questions over the requirements that must be taken in consideration to formulate a public policy with rights approach. Finally, arises a discussion on how the above-mentioned approach submits to the systematical critique of the public policies reform and binds to rethink the relations State and civil society concerning active and auto-reflexive individuals. |
