| الوصف: | One of the key questions of the State modernization in Latin America is the educational modemization. But the processes of educational reformation have presented and still present important difficulties. One of these difficulties is related with the governance of the school systems. As regards this topic, in this article are analyzed the different aspects linked with the relations of power and the taking of decisions of the actors committed with the luck of the educational change. Through the bureaucratic interference of the difference between "the state" and "the public", and of the modification of the pattern of educational management, it is intended to account the political reality of what the discourse about reform says on one hand and of what'indeed happens during the processes of implementation on the other. |
