Description:Central American governments are attempting to integrate their economies. In telecommunications the objective is to foster investment through the harmonization of laws. Using as a theoretical framework the principal-agente problem, the paper analyses these countries’ laws to determine the level of independence and autonomy given to regulators and the difficulties that they are likely to face in their integration efforts.
