Descripción:This work describes and analyzes an investigation into the conditions of the institutional investments in the search for improvement of the quality in the teaching of Sciences and Mathematics in Brazil, between 1983 and 1997, from the Educational Subprogram for Science (SPEC/PADCT). It counted on the support of the Coordination and Improvement of Personnel with Superior Level (CAPES), the Ministry of the Education (MEC) and the World Bank (BIRD), and its main objectives were to improve and to consolidate pedagogic and national technician competence in the university ambit of and other institutions through groups considered important in the fomentation and implementation of politics to incentivate the improvement in the quality of fundamental and medium teaching in the country.
