Both public and private organizations have incorporated the administration of non-formal education (through training plans) as a strategy for improving productivity, efficiency in public attention, and the achievement of objectives and goals in a greater or lesser extent. The elaboration of training plans, although it is a requirement requested by the Contraloría General de la República (General Accounting Office) to municipalities, is not today a widespread practice.
