Descripción:Encourage the improvement of individual skills and investment in training processes, professionalization and professional updating by the organization is in a bid to improve performance, administrative efficiency and better outcomes. Both public and private organizations have incorporated the administration of non-formal education (through training plans) as a strategy for improving productivity, efficiency in public attention, and the achievement of objectives and goals in a greater or lesser extent.The elaboration of training plans, although it is a requirement requested by the Contraloría General de la República (General Accounting Office) to municipalities, is not today a widespread practice. By defining the knowledges, attitudes and skills needed to carry out each of the functions defined in a management administrative tool as manual jobs, establishing training priorities and strengthening of human resources in a municipality of average development as the canton of Aserrí. This model is proposed as an alternative to the current practices existing not only in Aserrí, but in other municipal bodies where the definition of the training process is little or nothing planned. The research was carried out during the second half of 2012 and presents important results in terms of methodology and strategy needed to design a training plan.
