Do the conditions and capabilities for innovation exist? Costa Rica has performed well in terms of economic, human, and institutional development; however, when it comes to productive, scientific, and technological infrastructure, the results are not particularly conducive to technological development and innovation. Scientific and technological research and innovation in Costa Rica have a significant public and transnational component. |
