Descripción:The purpose of this study is to describe and explain the development of human talent and its work in public sector institutions, in order to achieve efficiency and effectiveness in the development of their capabilities, skills, attitudes, aptitudes, knowledge and experience of human resources. This situation is of concern to institutions such as the World Bank (WB), the United Nations Children's Fund (UNICEF), among others, which are seeking a change in the world and in Latin America, of which Peru is a part. In this sense, the qualitative, concurrent phenomenological approach has been used as a methodology, which allows describing and explaining the facts and experiences in depth, of the collaborators of public organizations. The process of globalization and modernization requires institutions to be more competitive, oriented to achieve total quality, like large corporations, as an impulse for development. The study verified that the development of human talent is the basic essence of any change or reform; being in essence the person who in his or her actions mobilizes public institutions towards change, framed in the development of his or her capabilities, skills, aptitudes and attitudes, knowledge and experiences.
